…Promises amendment of relevant laws if elected
Former military personnel, Captain Casmir Nwafor (rtd.) has decried the level of financial indiscipline among government agencies in Nigeria describing it at alarming and very disturbing.
Captain Nwafor who stated this in a statement he issued in Lagos on Friday however regretted that this was happening in a regime headed by “a self-acclaimed Mr. Integrity”, President Muhammadu Buhari who he said claimed he was fighting corruption.
He recalled that this regime assumed office on the claim that it doesn’t recognize fuel subsidy whereas record had shown that it had through NNPC paid trillions of naira as subsidy claims in 3 years more than what former President Jonathan paid in 6 years combined even when the payments were not captured in the budgets.
According to him,” CBN, FIRS and other relevant financial institutions have refused to remit monies from their offices to the Federation Account. Some years ago, the Sanusi (now Emir of Kano) as CBN governor without Presidential directive and budgetary approval claimed he spent Millions of naira on Boko Haram victims in North East, part of which led to his sack. This includes also the NNPC which is the major culprit.
“The National Assembly that should call these institutions to order keep going forward and backward. Today, the institution of the National Assembly is losing respect because it can only bark but can’t bite. These institutions claim they derive their powers to make extra budgetary expenses from the laws establishing them. What then stops the National Assembly from amending those laws to remove those provisions from the various laws and make them financially disciplined for once? Just yesterday, the newspapers carried news of non-remittance of trillions of naira from these institutions again”.
Captain Nwafor who is contesting for the Orumba North/South Federal Constituency of Anambra State in the 2019 general election under the platform of the All Progressives Grand Alliance (APGA) however said, “The next National Assembly which I crave your support to send me, shall not be this negatively tolerant to this indiscipline.
“We shall join hands to amend all necessary laws to ensure financial discipline in the system. Monies shall be spent only as approved or the violators will pay severely for it, including the President”.
