The Petroleum Products Retail Outlets Owners Association of Nigeria, PETROAN has commended the Federal Government and the management of the Nigerian National Petroleum Company Limited, NNPCL for successfully running the revamped Port-Harcourt Refinery for 180 days non-stop.

PETROAN, in a statement signed by its National Public Relations Officer, Joseph Obele, revealed that the refinery which had been dormant for over 20 years, was revamped with a loan secured from Afreximbank and executed by Tecnimont Nigeria Limited, a subsidiary of the Maire Tecnimont Group.

PETROAN also commended Tecnimont Nigeria Limited for its professionalism and expertise in delivering a world-class rehabilitation project while also commending the host communities for their cooperation and support during the rehabilitation process.

“The refinery, which was commissioned in October 2024, has been running continuously for 180 days, up to March, a remarkable feat that underscores the effectiveness of the rehabilitation project.

“PETROAN is pleased to note that its members are currently loading AGO (diesel) and DPK (kerosene) from the refinery, while NNPCL retail marketers are loading PMS (petrol). This development has not only ensured a steady supply of petroleum products but has also helped to eliminate the circulation of fake kerosene and diesel in the market.

“PETROAN wishes to extend special commendation to the Managing Director of the Port-Harcourt Refining Company, PHRC, which operates the Port-Harcourt refinery, Engr. Ibrahim Onoja for his exceptional leadership, technical expertise, and dedication to ensuring the successful rehabilitation and operation of the refinery.

“PETROAN wishes to extend special appreciation to President Bola Ahmed Tinubu for making funds available for the rehabilitation of the refinery; Honourable Minister of State for Petroleum Resources, Senator Heineken Lokpobiri, for his supervision and guidance throughout the rehabilitation process and Engr. Mele Kyari, the Group Chief Executive Officer of NNPCL for his leadership and commitment to the project.

“Mr. Hubb Stockman, the Managing Director of NNPC Retail Limited for the effective marketing of all the products from the refinery; the Executive Vice President of NNPCL Downstream for his strategic leadership and oversight of the downstream sector; the Nigerian Midstream and Downstream Petroleum Regulatory Authority, NMDPRA for its regulatory oversight and support in ensuring the safe and efficient operation of the refinery.

“PETROAN commends the Federal Government and the NNPCL management for their vision and commitment to revitalizing Nigeria’s refining capacity. The association believes that this achievement will have a positive impact on the country’s energy security, economy, and employment opportunities”, it said.
